A policy showdown at London City Hall has gone in the favour of Councillor Josh Morgan.
The Ward 7 Councillor’s motion, aimed at having council, not City Manager Art Zuidema, have the authority to hire and fire senior City staff, has passed after multiple closed door meetings Tuesday.
“I’m glad to see that we’ve been able to move forward with these appointments,” said Morgan.
“I think they are very important to the municipal council having the direct line of accountability and authority over the appointment of senior level officers. That’s what we’ve done, and that’s what we will continue to do.”
Council used the new by-law to sign off on the appointment of city engineer Kelly Scherr and acting city solicitor David Mounteer.
During a previous debate, Zuidema told council an incorrect bylaw had been posted on the city’s website, and the rules in this area hadn’t actually been updated since the early 1980’s. Morgan did not agree with the practice, and didn’t waver in his view that council should have the authority to appoint members of the senior leadership team.
“There are deficiencies in policies, not just with the one that I quoted when I raised this, but a number of others, and we have various degrees of activity with updating those policies,” said Morgan.
“There are some areas that are very up to date, there are some that are not.”
Morgan says one of the silver linings from the process is that there is now a priority for the City to update these policies.
