911 call involving alleged torture victim not handled properly: Review
Protocol was not followed in a 911 call made in February at the centre of the Dustin Paxton investigation.  The call involved a male saying he was being threatened by Paxton.  The seven-minute call was made on February 28th.  Public Safety Communications Manager Steve Dongworth says protocol was broken in that clarifying questions were not asked.  He says the officer determined there was no immediate risk to the caller and, therefore, did not dispatch police.  Dongworth says no changes to standard operating procedures are needed as a number of changes were addressed in April.  The officer has been dealt with but to what extent is not known due to confidentiality laws.  Paxton is charged in the alleged torture of a former Calgary man earlier this year.
